Can someone explain to me what the situation would be if Chelsea but in a bid for VVD that was accepted by Saints but he turned round and said he didn't want to go. Can the Club force a move on a player?

They can't force a move but if they don't want to to a club then I'm sure they are well with in their rights to say no to any sort of bid or negotiations, but as we know money talks and the players have most of the power these days.

I with you Ben. Can't see him going to Liverpool now. Not after they publicly came out and said they had ended interest in him. I think they are too worried about further ramifications from tapping up.
